Old West End apartment buildings hit market amid investor concerns

For Scott Ramsey, owning rental property in Toledo’s Old West End is about being part of the community and preserving the neighborhood’s history and architecture.

“The Old West End is a unique market because it is kind of a destination market but it is also in the historic district,” said Mr. Ramsey, who owns a six-unit building along with some duplexes and single-family homes in the historic neighborhood. “So if I were purely in the rental market as a capitalist, I would probably not invest in the Old West End.”
