TUCSON, Ariz. (13 News) – Nearly two decades ago, James Noriega was gunned down during a house party on Tucson’s south side.
“If it was one of their family members, they would want somebody to come forward,” said Victoria Soto, Noriega’s sister. “Give our family justice, I think we deserve it after 18 years.”
That’s nearly 20 years of anguish and uncertainty…
