TULSA, Okla. — What was once a dilapidated apartment complex, is now being transformed into a new opportunity for Tulsans struggling to find affordable housing.
The Hilltop, a 106-unit development, is designed to give lower-income residents access to quality housing, without the market-rate price tag.
