PORTLAND, Ore. (KOIN) — A Portland cyclist was left with severe injuries after the driver of a city-owned dump truck dragged him for 100 feet, according to a complaint.
Portland City Council settled that lawsuit for $287,500 on Thursday. Michael Duffer originally filed the lawsuit for $991,000 in November 2025, alleging he was diagnosed with bilateral ankle fractures, a gluteal hematoma, “extensive road rash” and more following a collision with a public vehicle the prior year.

The complaint alleged he was cycling on Southeast Hawthorne Boulevard to the right of a Freightliner operated by the Portland Water Bureau, when the driver “made a sudden and un-signaled right turn” onto Southeast 34th Avenue on the afternoon of July 1, 2024. The bureau employee then cut Duffer off, knocking him onto the road, according to the lawsuit.
