Docs: Scappoose man charged with animal neglect after putting his dog in stranger’s car

SCAPPOOSE, Ore. (KATU) — Scappoose Police said a man claimed to have lost his dog, but actually put his dog in distress by breaking into a stranger’s car and leaving the dog there.

According to court documents, the bizarre incident unfolded the afternoon of Friday, Aug. 7 when an officer responded to a welfare check at the Wigwam Tavern on Southwest Hall Street.

A man later identified as 64-year-old Jay Dickson Gilliam told police he was worried that his dog had been hit by a car, and couldn’t find his pooch named Kona anywhere…
