Norfolk landlord rejects popular soul food restaurant’s bid for second location

PORTSMOUTH, Va. — Rachael and Len Copeland said they are frustrated after plans to open a second location for Coopers Restaurant in Norfolk came to a halt.

The Portsmouth couple, who own the soul food buffet, say they believed they had secured an opportunity to take over a restaurant space on Orapax Street after a Norfolk restaurant called 508 Locals closed and its owner searched for a replacement tenant.

“He’s got the perfect candidate, but now he wants to come up with this ridiculous reason why he won’t let us take the space,” Rachael Copeland said…
