Norfolk has approved nearly $50 million for flood work that includes elevating up to 62 high-risk homes on Willoughby Spit, where hundreds of properties regularly flood when Willoughby Bay water levels climb above 2 feet (NAVD88).
According to the city’s grant ordinance, Norfolk will accept $24,986,500 from the Virginia Department of Conservation and Recreation’s Community Flood Preparedness Fund, matched dollar-for-dollar with existing city capital improvement funds — bringing the total project budget to just under $50 million.
