A draft report says D.C.’s inspector general found breakdowns in crime reporting, lack of recordkeeping controls and policies that haven’t been updated in years in the Metropolitan Police Department.
The reports stems from a story News4 broke last year about allegations of crime statistics manipulation, which led to a federal investigation.
