WILMINGTON, N.C. (WECT) – Video obtained by WECT shows an alleged confrontation in Carolina Beach taken right before a driver led police officers on a chase. The video shows officers pulling their guns, with the driver daring officers to shoot him moments before. Neighbors tell WECT the driver in that video is 39-year-old Briggs Smith.
