A man accused of opening fire outside a Hallandale Beach McDonald’s, which hit an innocent father and his 11-year-old daughter, appeared before a judge on Tuesday.
Ralph N-Kosi Blue III, 18, was charged with two counts of aggravated battery with a deadly weapon and two counts of aggravated assault with a deadly weapon without intent to kill in the shooting, Broward County Jail records showed.
