RALEIGH — Arrow Haircuts opened its first Raleigh location in 2013 after entrepreneurial brothers Andy and Pete Phipps recognized the area needed a good men’s barbershop.
“We joke that at the time we had both been getting bad haircuts, so we thought, ‘Hey, there might be an opportunity for us to pull off a barbershop,’” Andy said.
