Manslaughter charge in a HB ‘car-surfing’ traffic fatal crash

A 21-year-old Huntington Beach man has been charged with vehicular manslaughter by the Orange County District Attorney’s office in the fatal towing of a friend on his e-bike at speeds of over 50 miles an hour on Pacific Coast Highway in Huntington Beach.

Brandon Scott Soleau faces one charge of vehicular manslaughter with gross negligence in the August 2025 death of Kolby Kekoa Aipa, 20. If convicted, Soleau faces a maximum sentence of six years in state prison.
