CHELSEA, MI — A plan for 92 affordable apartment units in Chelsea has fallen through due to contamination stemming from a former city dump.
Ohio-based Spire Development’s apartment project Manchester Crossing would have brought new affordable and workforce housing to the city west of Ann Arbor. It would have targeted households earning 30% to 80% of the area median income — which translates to annual household incomes ranging from about $37,000 to $100,000.
