In 2022, Arlington, Texas, known as The American Dream City, proposed a multi-million-dollar project known as the Residential Rebuild. Long discussed, the plan was meant to improve roadway conditions, water and sewer systems, streetlights and sidewalks. Construction began in May 2024 and was completed in October 2025. The city has long been committed to prioritizing the areas most in need of repair and rebuilding, such as the 2020 Safe Routes to School, which began in September 2025 and is expected to be completed this month.
And this project was no exception to that philosophy.
Sabino Martin, a civil engineer for the city of Arlington, was the project engineer on this project. He explained it thoroughly. “The project is part of the Residential Rebuild program. The streets were identified through our Overall Condition Rating (OCI) that showed these streets were below a ‘50 out of 100’ rating. The city of Arlington has utilized a ‘Do Worst First’ street condition philosophy. After identifying the locations, it was presented to our Capital Improvements Committee, where the water utilities department also identified water and sanitary sewer that need replacement.”…
