An Owings Mills man is facing up to 50 years in prison after pleading guilty to first-degree murder and firearm use on May 19.
Jibril Al-Tarig Turner, 22, accepted an offer from the state consisting of life, suspending all but 30 -to-50 years on the murder charge, along with a concurrent 20-year sentence for the firearm offense. Turner was arrested last year for gunning down Charlton Morris, 31, on the morning of Sept. 10, 2025.
According to the state’s attorney, surveillance footage captured Turner chasing Morris down Ashland Avenue and opening fire as the victim fled. Medical examiners reported Morris was shot a total of nine times. His death was ruled a homicide by gunshot wounds…
