BUFFALO, N.Y. — Erie County Executive Mark Poloncarz didn’t shuffle onto the stage at Shea’s Performing Art’s Center on Thursday afternoon, but his mood and energy certainly matched that of a Rodgers and Hammerstein production.
In his penultimate State of the County Address, Poloncarz said that the work he set out to achieve is almost done.
