This school planning expert helps Iowa schools make data-informed decisions

CEDAR RAPIDS — Rob Schwarz is a school planning expert, analyzing enrollment trends and boundaries for districts across the Midwest — including Cedar Rapids — so school leaders can make data-driven decisions.

Proposed new attendance boundaries in the Cedar Rapids Community School District were created in partnership with Schwarz, the chief executive officer of RSP & Associates, which he founded in 2003. Though based in Overland Park, Kan., he’s worked with about 50 of Iowa’s more than 300 school districts on planning.

Schwarz has experience as a city and county planner in Kansas. He later worked as a demographic manager for the Blue Valley School District in Johnson County, Kansas, where he saw how data was the “cornerstone” for decision-making…
