PORTSMOUTH, Va. (WAVY) — The weekend festivities are underway in downtown Portsmouth, where a tent city popped up and was filled with a dedicated fan base that travel from city-to-city to see Billy Strings.
Some fans, like Chad Guerrero, came to town early.
