A federal civil rights lawsuit filed by a Virginia Beach veterinarian against Police Chief Paul Neudigate, a former detective, and the City of Virginia Beach has been dismissed.
The U.S. District Court for the Eastern District of Virginia ruled that former detective Eileen Davis has qualified immunity in the case.
