NORFOLK, Va. (WAVY) — The Hampton Roads Bridge Tunnel expansion project is another day closer to its substantial completion, according to officials with the Virginia Department of Transportation, as the $3.9 billion project has been long in the making.

Ryan Banas, project director for VDOT at the HRBT Expansion Project, said it’s the largest highway construction effort in Virginia’s history. The goal of the project is to ease traffic congestion on Interstate 64.
“We are creating two new tunnels beneath the harbor for a total of eight lanes across the harbor upon our completion,” Banas said.
