NORFOLK, Va. (WAVY) — For the second morning in a row, Norfolk drivers dealt with flooded roadways. On Thursday, Hampton Boulevard became inundated with water just near the Lafayette River Bridge.
That stretch of road is accustomed to heavy traffic during the morning commute, being between Old Dominion University and Naval Station Norfolk.
