CINCINNATI (WKRC) – An Ohio bill named for Patrick Heringer and Regan Tokes would tighten monitoring and notification requirements for certain violent offenders on ankle monitors following Heringer’s death in Cincinnati’s Over-the-Rhine neighborhood.
Prosecutors say Mordecia Black, who is charged in Heringer’s killing, cut off his ankle monitor months before authorities say he broke into Heringer’s home. The proposal aims to ensure agencies are quickly notified when an offender tampers with or removes a device.
“These are not abstract policy changes; they are points where the system failed,” said Sarah Heringer, Heringer’s widow, who spoke in support of the bill alongside his sister.
