An Inland Empire police department has become the first municipal agency in California to implement the Grappler, a bumper-mounted device used to safely end or prevent high-speed chases.
The Corona Police Department said it is joining some countywide agencies in using the pursuit-stopping device, which has become the subject of several viral videos on YouTube.
