Man allegedly beat Monongalia County juvenile and recorded them having a seizure

MORGANTOWN, W.Va. (WBOY) — A man from Detroit has been arrested and is facing charges after troopers say he beat a juvenile in Morgantown and took a video of them having a seizure.

According to a criminal complaint, on Sept. 9, 2025, troopers with the West Virginia State Police were conducting a criminal investigation in the 300 block of Brockway Avenue in Morgantown. While there, troopers spoke with a juvenile victim, who said that Harold Jackson II, 53, of Detroit, Michigan, “had been physically assaulting him.”

The victim also told troopers that they suffer from seizures and that they were told by Jackson that “he will no longer accommodate to [the victim’s] seizures and would not seek medical help,” the complaint said.

Troopers said the victim disclosed that during August 2025, they had suffered “multiple and prolonged seizures, to which [Jackson] did not seek medical help during any incident.” Specifically on Aug. 24, the victim suffered a seizure, which Jackson filmed and did not seek immediate medical attention. The victim said that the video was on their phone.

Troopers then seized the victim’s cell phone and obtained a search warrant for it, which yielded a video of the victim having a seizure for more than four minutes, the complaint said. Troopers said that Jackson’s face could be seen in the video…
