LOUISVILLE, Ky. — For the past 15 years, a Louisville ordinance regulating massage therapy facilities went unenforced. Now, with new regulations, massage therapists said the ordinance has caused issues in their profession.
A Jefferson County ordinance, approved in Nov. 2025, requires massage therapists to register their business with Louisville Metro Government in addition to being licensed by the state.
