BAKERSFIELD, Calif. (KGET) — Twenty-eight years ago, Derrick Luque was shot and killed while walking home from Rexland Acres Park with his girlfriend as they pushed their child in a stroller.
Last week, the state Board of Parole Hearings decided his killer should be set free.
