Old West End prayer flags remain up as neighbors add messages after shooting

TOLEDO, Ohio (WTVG) – The Old West End has always been a neighborhood built on connection. And when something difficult happens, neighbors say they do what they’ve always done: come together.

For years, the Prayer Flag Project has been part of the Old West End Festival, giving neighbors and visitors a chance to leave messages of kindness and encouragement.
