NC property appraisal bill will likely force tax rate hikes in Buncombe, officials say

ASHEVILLE – The effort to remove Buncombe County from a proposed property reappraisal moratorium for the 2027 Fiscal Year will “likely die” in the North Carolina Senate, State House Rep. Lindsey Prather told the Citizen Times June 12.

If Buncombe is subject to the moratorium, local municipal and county officials would have to reconsider budgets and potentially increase tax rates to compensate for lost revenue. Buncombe County Commission Chair Amanda Edwards told the Citizen Times June 12 it would likely lead officials to “significantly increase” tax rates and make “hard decisions” about its $484 million budget, which it has already passed.

Buncombe is the only Tropical Storm Helene-impacted county included in North Carolina Senate Bill 889, which would require counties that enacted reappraisals effective Jan. 1, 2026, to revert to their previous schedule of values and postpone new assessments until Jan. 1, 2027…
