Man arrested in Eugene after dog found tied up without food or water

EUGENE, Ore. — A Eugene man was arrested early June 17 after police say he abandoned a dog that was later found tied up without access to food or water near a west Eugene intersection.

Eugene Police said officers were contacted around 3:18 a.m. by a woman calling from out of state who reported a man planned to abandon a dog she had left in his care. The caller told police the dog would be left tied up near West 11th Avenue and Oak Patch Road.

Officers responded to the man’s apartment and contacted 55-year-old Joseph Riley Smith, who appeared intoxicated, according to police. While at the residence, officers also located a Pomeranian that was unsecured and did not have food or water available…
