Recent events involving disciplinary actions within the City of High Springs raise an important question that every resident deserves answered: Are all department leaders being held to the same standard?

According to the recent article regarding High Springs Police Chief J. Antoine Sheppard, the City’s investigation involved far more than a simple misunderstanding or misstatement. The City initially found probable cause supporting allegations that the Police Chief failed to advertise extra duty opportunities to officers, failed to honor officers’ requests for those assignments, and instead took assignments himself, scheduled himself for CRA extra duty during questionable periods, received significant overpayments for extra duty and Paid Time Off (PTO), failed to notify the City of those overpayments, inaccurately recorded extra duty hours, submitted inaccurate CRA activity logs, used 234 of 235 available CRA hours within approximately three months, improperly collected extra duty compensation during regular business hours resulting in double compensation, and failed to ensure the accuracy of other officers’ CRA activity logs…
