Report identifies 26 people directly enslaved by Delaware founder but does not settle debate over his statue or legacy

WILMINGTON — A taxpayer-supported study commissioned by the City of Wilmington has documented at least 26 men, women and children directly enslaved by Caesar Rodney while challenging claims made by both defenders and critics of the Delaware founder.
