FORT WAYNE, Ind. (WANE) — A former Fort Wayne Community Schools (FWCS) employee has been arrested on multiple charges for allegedly inappropriately touching a student and sending sexually charged messages.
36-year-old Thomas Kelsaw was arrested on Wednesday and charged with:
- Child Seduction: child care worker engages in fondling or touching a child 13 years or less, a Level 3 felony.
- Child molesting: fondling or touching a child under 14, a Level 4 felony.
- Dissemination of matter harmful to minors, a Level 6 felony.
- Inappropriate communication with a child using a computer network, a misdemeanor.
These charges come after a now 12-year-old girl approached officials at the Bill Lewis Center for Children to report the communication and interaction she had with Kelsaw. According to court documents, she was 11 years old and a 5th grader within FWCS when she met Kelsaw, who at the time was a Student Advocate working at her school.
The girl would be sent on walks with Kelsaw for behavioral issues, and the walks would help her calm down. She told police that the initial walk was innocent, but after that he ‘kept getting weirder’. As the girl was taken on more walks with Kelsaw, she told investigators he would suggest more and more inappropriate and sexual actions to her…
