A proposed change at the Wichita Boathouse has exposed a major flaw in one of the city’s 99-year, $1-a-year leases in the WaterWalk district.
Not 20 years into the contract, Bill Koch’s America3 Foundation wants out of the lease agreement. And Wichita City Council members appeared blindsided Tuesday by what terminating the agreement likely means for the city, deferring a decision until Sept. 8.
