17 people charged amid Western New York drug trafficking takedown; ring was active in Onondaga County

ROCHESTER, N.Y. (WROC) — The NYS Attorney General’s Office announced 17 people were charged amid an investigation into a drug trafficking ring across Western New York and Puerto Rico.

According to Attorney General Letitia James, the drug trafficking operation was active in Monroe County, Erie County, Niagara County, Onondaga County, and Puerto Rico. She said the ring distributed large amounts of cocaine, fentanyl, and heroin in those areas.

The investigation began in September 2024 and was focused on Buffalo’s lower west side. Oscar Romero, Victor Quinones, Hector Oquendo, and Raymond Pizzaro Rivera were accused of receiving bricks of cocaine in the mail from Puerto Rico and then selling them to resellers and users in the region…
