Man found ‘guilty except for insanity’ in arson deaths of grandmother, her son

A 30-year-old man convicted of murder Friday, Aug. 21, will avoid prison by reason of insanity after causing a fatal fire at a Springfield mobile home park that killed two of his relatives.

Justin Ray Carr will be committed to the Oregon State Hospital and placed in custody of the state’s Psychiatric Security Review Board.
