BAY MINETTE, Ala. (NBC 15) — According to BCSO, on August 31, 2026, Baldwin County Sheriff’s Office Rural Enforcement deputies responded to a report concerning the welfare of animals at a residence in the Bay Minette area. Following their investigation, Jessica Phillips of Bay Minette was arrested and charged with Aggravated Animal Cruelty.
During the investigation, deputies located a deceased dog inside a chain-link kennel. Fifteen additional dogs were also located on the property, with the majority confined among two other kennels. Several of the dogs housed in the kennels were found to be severely malnourished. Deputies also observed that the animals did not have food or access to clean drinking water at the time of the investigation.
All surviving dogs, along with a cat located on the property, were taken into custody by Baldwin County Animal Control and provided appropriate care, including veterinary evaluation and treatment…
