A former deputy chief and former captain, who were the only two Portland Police Bureau brass found to have violated bureau policies during the 2020 mass protests, on Friday called the city’s four-year independent investigation a sham.
Chris Davis, who served as deputy chief under former police chiefs Jami Resch and Chuck Lovell, and Anthony Passadore, who served as one of the newly-trained crowd management incident commanders, returned to Portland Thursday from their current jobs out of state to speak out in rare name-clearing hearings at the Portland Building.
