ROCKFORD, Ill. (WTVO) — A request for identification outside a west-side apartment complex turned into a foot pursuit, a violent struggle and a fatal shooting that would leave one man dead and send a homicide case through the Winnebago County court system for nearly a decade.
On April 16, 2016, 34-year-old Jovan Fresco was at Auburn Manor Apartments when he encountered Metro Enforcement security guards Ryan Mattingly and Alijon Khalil, who were patrolling the property after reports of gunfire in the area. When the guards approached Fresco and asked for identification, he refused and ran.
