A 67-unit mixed-income housing development next to JPS Health Network’s main hospital campus in Fort Worth opened in early 2026, pairing income-restricted apartments with on-site health services for workforce families. Thrive on Crawford sits at 1310 Crawford Street in the Near Southside, and it was built to connect residents to jobs and essential health care rather than function as housing alone.
The project, developed by The NRP Group, has been described as the first health-and-housing project of its kind in Texas, according to Fort Worth Report. Most of the homes are reserved for households earning 30%, 50% and 60% of the area median income, with seven units set aside at market rate, per that same reporting. JPS Health Network has separately described the project as including 67 affordable units and 14 market-rate units — a different unit breakdown than the Fort Worth Report’s account, and the discrepancy between the two descriptions has not been resolved.
Debbie Frederick’s path to Thrive on Crawford illustrates why the model matters to the families it targets. Frederick, who worked as a nurse for 25 years and cared for her mother through Alzheimer’s for more than a decade, later experienced a stroke and heart attack and moved onto disability status. She found Thrive on Crawford while searching online for income-based apartments around 3 a.m., after feeling discouraged and believing she had nowhere to go. Frederick has said the community restored her stability and gave her peace of mind.
Health Services Built Into the Building
Thrive on Crawford includes 2,200 square feet of Class-A commercial space leased directly to JPS Health Network, giving residents access to health care without leaving the property. The complex also provides financial literacy programming, childcare resources and family-friendly spaces including a children’s playroom, the outlet reported.
