Residents along Joy Road between Livernois Avenue and Interstate 96 say they have spent nearly three months in the dark after storms swept through Metro Detroit over the Fourth of July weekend.
The stretch of road has been without working streetlights, neighbors say, making it difficult to see homes, sidewalks and steps at night.
