Louisville massage ordinance compliance costs forcing therapist into debt

LOUISVILLE, Ky. (WAVE) – A Louisville massage therapist says she has taken on thousands of dollars in debt to comply with a new Metro ordinance designed to crack down on human trafficking through illicit massage facilities.

Jorden Duvall, owner of Mokosh Holistic Massage and a licensed massage therapist for 17 years, said the ordinance will cost her business between $65,000 and $78,000 annually.
