In Portland, Oregon, officers with the Woodburn Police Department found an abandoned German shepherd tied to a 50-pound cinder block in the middle of a local street. Officers had responded to a call early on Wednesday morning in the area of 600 Willow Avenue.
A local resident had spotted the dog when he looked out his front window. An avid animal lover, he quickly became concerned for the dog’s safety and welfare and brought out food and water for the dog while waiting with hopes the dog’s owner would soon show up…
