23-year-old Waterbury man arrested for alleged involvement in multi-million dollar scheme to evade tolls, tickets in New York

WATERBURY, Conn. (WTNH) — A 23-year-old Waterbury man was arrested for his alleged involvement in a multi-million dollar scheme to evade tolls and parking and traffic tickets, according to a release by the New York DOJ.

Xavier Rodriguez Francisco was one of 11 people charged in New York. As part of the scheme, the suspects used dealer licenses in the states of New Jersey and Georgia to generate more than 100,000 temp tags, which were registered to addresses in southern New York.

The tags were sold at prices ranging from $50 to $250 per tag. Since in or around 2017, the tags have incurred at least approximately $11.8 million in unpaid parking and traffic tickets in New York City and at least $3.1 million in unpaid E-Z Pass tolls in New York state…
