INDIANAPOLIS — A new development will bring 200 affordable housing units on the northeast side of Indianapolis late next year.
Officials with the city of Indianapolis, along with Sullivan Development, LLC, came together for a groundbreaking ceremony for the Junction at Fall Creek development on Tuesday.
According to a news release, the $50 million development is located on more than six acres of a former railyard site at 3500 Sutherland Avenue, southeast of the Indiana State Fairgrounds. The new development aims to deliver 200 “high-quality apartment homes” for residents who earn 60% or less of the area’s median income.
“We’re incredibly grateful for the strong partnership with the city of Indianapolis, whose early and ongoing support was instrumental in bringing this project to life,” John Sullivan, the chief executive officer of Sullivan Development, said in the release. “The city’s commitment to expanding housing opportunities made it possible to transform a long-vacant site into a vibrant community that provides both high-quality housing and meaningful resources for residents.”

Officials hope that the development, which will include a mix of one-, two-, and three-bedroom homes, helps “address a critical need for workforce housing while advancing broader neighborhood revitalization efforts.” The development is expected to include:
- Riverfront walking path along Fall Creek
- Community gathering spaces
- Playground
- Dog park
- Pickleball court
- Bike-friendly infrastructure
