Fullerton’s use of Flock Safety license plate readers will return to the City Council Tuesday, September 15, 2026, following concerns raised by residents over the city’s growing use of automated vehicle surveillance.
The September 15 agenda lists a “Flock Cameras Update” as a presentation, rather than an item requiring Council action. The presentation follows an earlier meeting (August 18, 2026) where residents questioned the system’s privacy implications. The Fullerton Police Department is expected to defend the system’s public-safety value while explaining the safeguards surrounding its use.
According to the department’s presentation found in the agenda packet backup, Fullerton currently operates 17 fixed Flock cameras and two mobile cameras, with data generally retained for 30 days unless preserved as evidence. The department reports 135 active users. During the most recent 30-day period included in the presentation, the system recorded 885,246 unique vehicle detections and 4,053 hot-list hits.
