Police: Fugitive from Puerto Rico arrested during routine Lancaster-area traffic stop

LANCASTER, Pa. — A Lancaster County traffic stop led to the arrest of a wanted fugitive from Puerto Rico earlier this month, authorities announced this week.

Carlos R. Soto-Garlarza, 56, was pulled over at 10:22 p.m. on April 2 on the 1400 block of Millport Road by a West Lampeter Township Police officer who noted Soto-Garlarza’s vehicle, a silver Ford Explorer, had a burned-out front passenger headlight.

During the traffic stop, police said, the officer verified Soto-Garlarza’s identity and located an outstanding arrest warrant from Puerto Rico for aggravated assault with a deadly weapon…
