LUBBOCK, Texas — A witness told police that moments before Richard Paul, 61, was fatally shot, an unknown person came to the door asking for him, according to a recently obtained report from the Lubbock Police Department.
A little after 10 p.m. on July 15, officers were called to the 5000 block of 38th Street for shots fired. The police report said the caller reported Paul had been shot and was not moving.
