Man followed, filmed underage girls in Edina Target toy aisles, charges say

EDINA, Minn. — A 32-year-old Bloomington man faces criminal charges after Target security allegedly caught him using a cellphone to film young girls at the company’s Edina store Saturday.

Stephen Lavon Mincey was charged Tuesday in Hennepin County District Court with one gross misdemeanor count of interference with privacy and one misdemeanor count of disorderly conduct.

According to the criminal complaint, Edina police were dispatched to the Target at about 1:20 p.m. May 9. Loss prevention employees reported a man, later identified as Mincey, was following girls and filming them without their knowledge…
