Less than a year after pleading guilty to manslaughter when an attempt to steal a vehicle turned deadly, Louisiana State Police say a Waggaman teen led troopers on a chase into New Orleans in a stolen car, a pursuit that left at least one person injured.
Emon Starks, 19, was arrested July 4 and booked on a raft of charges, including negligent injuring, aggravated flight from an officer, possession of stolen property, unauthorized use of a motor vehicle and reckless operation of a vehicle.
