Norfolk Weighs Overlay That Would Block New Vacation Rentals

Willoughby residents who rent out their homes as short-term rentals while living elsewhere could soon face new restrictions—or lose their short-term rental eligibility entirely—under a zoning overlay proposed for the area west of 3rd View Street.

The proposal would stop new vacation rentals from being approved and force existing ones onto a conditional-use track at renewal, according to the city’s proposal page. Existing operators would need to submit a completed Conditional Use Permit (CUP) application before their current permit expires—miss that deadline and the property loses its short-term rental eligibility entirely.

The push came from the Willoughby Civic League, which asked the City Planning Commission to evaluate whether vacation rentals should even be allowed in the area west of 3rd View Street.

Who’s affected—and who isn’t

The key distinction is whether you live there. Homestays—where the owner uses the property as their primary residence—would not be affected at all. The proposal targets only absentee-owner vacation rentals, where none of the owners live on-site…
